Request Public Documents

According to the principle of public access to official documents (offentlighetsprincipen), you have the right to access documents that are drawn up by or sent to and from the University.

According to chapter 2 of the Freedom of the Press Act (Tryckfrihetsförordningen), a document is official if it is sent to a public authority or drawn up by such an authority. Here, document refers to all types of media – both analogue and electronic. Note that drafts or employee notes are not normally considered to be official documents. 

Official documents are either public or confidential. According to the principle of public access to official documents, which is regulated by the Freedom of the Press Act, you have the right to access official documents. Some official documents are classified as confidential, which makes them either completely or partially non-disclosable. According to the Public Access to Information and Secrecy Act (Offentlighets- och sekretesslagen), these cannot be distributed.

Fee for Paper Copies

According to section 15 of the Fees Ordinance (Avgiftsförordningen), authorities must charge a fee for the copying and printing of official documents if the order is for ten pages or more.

0 – 9 pages: no cost
10 pages or more: SEK 50 + SEK 2 for each additional page

Fee for Electronic Copies

Authorities are not obliged to distribute documents electronically. According to section 4, point 8, of the Fees Ordinance (Avgiftsförordningen), authorities have the right to charge a fee for the distribution of electronic documents. Cost is determined by the work involved locating the document and distributing it.

There is no cost for the first ten minutes. For any subsequent minutes, there is a cost of SEK 60 for each commenced 10-minute interval. One hour of work costs SEK 300.

  • 0 – 9 pages: no cost
  • 10 pages or more: SEK 60 for each commenced 10-minute interval
  • 30 minutes: SEK 120
  • 1 hour: SEK 300

Denied Requests

If your request for a copy of a document is denied because of reasons of confidentiality, you have the right to receive a written decision on the matter. You will be told how to appeal in the response you receive.
