The system is owned by 38 institutes of higher education and each one is responsible for developing and maintaining Ladok. It can provide information to both internal and external parties that may be relevant for, for example, the annual report.
According to regulations (Förordning 1993:1153), universities in Sweden must maintain a local register of students and their study results. The right to maintain such a register is regulated by the Swedish Personal Data Act (Personuppgiftslagen) (1998:204).
